roaches, bugs, & rats in all the apartments dont live there

Years at this apartment: 2005 - 2006
 
the managment made me sign the lease before i see the apartment , sure enough, after i got the key, i found that there is roaches in the bathroom and the kitchen , so i returned the key the second day. and when i went to the managment complaining they said they will put me on the treatment list, thats when i said no wayyy . the area is unsafe , people always hanging in the streets.
