Things started off badly when my roommate and I went to move in last year. The actual DAY of our move-in, they changed the apt. we were supposed to move in to. Of course, I had already changed my address with the post office to be effective that day, and there was an ensuing postal nightmare to deal with. I'm sure they HAD to know before a few hours ahead of our move-in time that the apartment wasn't ready. A line of BS was fed...so on and so forth.
Some of the sights, sounds, and smells I became accustomed to seeing around PMV:
*Someone ran into a parked car (HARD) and simply just drove off afterwards.
*The odor of pot in the foyer of the building next door when I was going in to do laundry (laundry rooms are only in every-other building). Not that I am uptight about stuff like that but I don't smoke and I don't want to smell it. Also, I mean come on...buy better weed, that stuff STINKS!!!
*Children outside the window screaming obscenities that I wouldn't even say...
*Glass in the parking lot...from the window of the car that was broken into the night before.
*Having the profile of the sex offender from the next building taped to the front door of your apartment (COMFORTING!)
*The roof was beginning to leak when we left...really didn't want to say anything at the time, but its obvious that the building itself had some problems by the cracked drywall and the stains on the ceiling.
There is a little bit of incompetency going on in the office, although most of the people there seem friendly enough. Didn't need maintenance often, but they also seemed OK when they did have to come out. They did put in a fitness trail, which was sort of a neat idea and they do try to have community activities, which is nice. I didn't actually attend any, but they are TRYING, which is always good. Had a few nice neighbors, some military downstairs and some friendly next door neighbors. I think the experience you have really depends on the building you are in...which you have absolutely no control over. To be fair, there probably isn't much the management company can do either, it just is what it is.
Basically, if you need a place in a hurry, maybe you aren't very picky, or you aren't planning to stay very long, "it'll do in a pinch".

You never mentioned the roof to me...and no mention of the "curry cabinet" in your review!

Oh yeah, ha ha, one of the cabinets smelled really strongly of curry, which I affectionately nicknamed the "curry cabinet". I didn't really mind, but it was humorous, and persisted even after it was cleaned.

being the other roommate i should put in my input- the place wasn't that bad overall for the money, we had really nice neighbors and because of our location in the complex it was pretty nice. the office is a complete and total hassle to deal with (one person says one thing and another says the exact opposite). we didn't have any problems with mice, rats, roaches etc... but that may be due to the fact that both of us were neat and clean, but i think that is mostly due to what building you are in and the cleanliness of your neighbors. also we had very quiet neighbors but when they were in the bathroom we could hear them pretty clearly so if you have noisy neighbors it would probably suck!
overall i would say that if this fits your price range and you don't plan on having to ever contact the office and don't mind some 'colorful' neighbors then go ahead, however try to check out the building you are going to live in prior to move in and see how it smells/the people going in and out!
