Noisy, poorly kept and poorly managed but nice apartments

I lived at this complex from 7/04 to 7/05. The interior of my apartment was nice and well kept. Maintenance responded quickly to complaints, and while they didn't always solve the problem the first time, they did get it eventually. Appliances were fairly new and the carpets were clean.
The major problem with this complex is noise and the upkeep of the surrounding area. I called this place the ghetto because of the dog urine and feces in the parking garage and on the grounds. In addition any apartment overlooking a courtyard area has a major problem with the noise. The buildings are designed to funnel noise 'up' toward bedroom windows. I called the police for noise violations every week, my neighbors across the hall (whose windows faced a driveway) never had a problem. The staff seemed clueless on how to solve the problem but then with the high rate of staff turnover I can understand.
While I agree that there are worse places to live, future residents should be warned that this complex does not offer all they say. The package pick up service at the front desk was spotty, they refused to bring large packages to my apartment and didn't call me when a package arrived. One package sat in the storage room for 4 months despite my asking for it several times. Drycleaning pick up service never materialized (for over a year they were 'looking for a new vendor'). Pet sitting service was available with ample notice on days when the office was open (ie never on a Wednesday, not on Thanksgiving). Office hours are not designed for working professionals, the office is only open 'late' two days a week, and late is 7PM. In short, a nice apartment but none of the amenities you pay for ever materialize.

I just moved in and i'm not an expert or anything, but a couple issues ive got with this critique...if you expect a 24-hour front desk, you may want to look at hotel living or upping your rent a LOT more hehe

What do you expect when you live in a pet friendly community. You are going to have dog poo on the grounds. Some peole don't like to pick up after their pets. I live here and I see dog poo sometimes but, I know we have dogs here. As far as the noise goes; Your in the city not the country so expect noise. I think you need to go live in an apartment building where they don't except dogs and they can give you 24-hour service.

I also live at Rock Springs and I would like to add dog poop is a HUGE problem here. Just because a community is "pet friendly" does not mean it should be excepting of the horrible grounds conditions. I also have a dog, but I do not let her run around in the back because people DO NOT clean up after there dogs! I am not from MD but I thought it was the law to pick up after animals, so why is the apt. mgmt not inforcing this AT ALL. BEFORE YOU RENT(especially if you have your own pet) ASK TO SEE THE GROUNDS BEHIND THE GARAGE WHERE ANIMALS CAN RUN. Then you can see for yourself that this is more than just a community that is "pet friendly". If they were truely pet friendly they would do something to enforce the law because these conditions are unsafe for both your pets and children!!!!
