Years at this apartment: 2001 - 2003
 
Nothing but crazy people live there. It is a mental institution owned by Montgomery County Housing Authority. People with mental cases pay extremely low rent to live there, anywhere from $200 to $600 a month for the same apartment that I paid for at $2,300 a month!

One resident walks around naked and screams at people. And, about 50 people are in wheel chairs
