You could probably find at least one bad review for every apartment in the United States. The problem is, peoples' opinions about a place depend largely on their individual experience and specific factors like where their apartment is in a building and who their neighbors are. I don't discredit the bad experiences people have had - but it is one of the risks you take living in a large apartment building and not everyone has had the same bad experience.
For example, I recently left the Metropolitan and can report that I had a truly wonderful experience there. I found the rent fairly reasonable (especially compared to that of the District's) and the apartments spacious. I can't recall ever having any problems. But, as I stated above, it could be a factor of having had wonderful neighbors, who never made noise or disrupted my life in any other fashion.
The best thing about this place is its location, you step out the front door of the building and you are a maximum of 10 minutes away from great restaurants, some fun shopping, and an overall great experience. There is nothing quite like Bethesda in the Spring and Summer when the streets are teeming with people and you can eat outdoors and enjoy the people-watching.
I had a wonderful experience there and I wouldn't discount it just because there are low-income people residing there, as some people have reported is problematic.
