A really, really crappy place

Pooks Hill Towers is owned by Montgomery County's Housing Opportunities Commission, and thus, is run as government-owned housing.
This high-rise community was built in 1949 and acquired by HOC in 1992.
The rental staff is basically pretty inept. you can't get emergency custodial service (in my case busted water pipe) and the place is crawling with roaches.
When the power goes out, the halls are DARK -completely. No emergency backup lights in the stairs, particularly for elderly residents. It's a miracle no one has been killed. Get on the elevator at your own risk, I've been trapped in it three times.
I was glad to finally get out.

I agree with everything here....
I thought they were owned by Gables Management though?
I particularly like the emergency contact number which puts you through to the rental office and tells you to call back during normal business hours.

Is there any way you could take the management or the property owners to book?
They need to be accountable.
I am living through hell myself here and I am suck with the lease.
