The complex consists of 2 buildings, a low-rise building built in the 1990s, and a high-rise built in the 1930s. I lived in the high-rise from 2003-2006. Rent was reasonable considering the Bethesda zip code, and the building has its pluses and minuses. Since it was built in the late 1930s, so don't expect modern conveniences such as central air, in-sink garbage disposals, or dishwashers. I did like the large windows, though they are drafty in the winter, and the hardwood floors and 10 foot ceilings were appealing to me. There is a roach problem though, and no matter how clean I kept my kitchen, those nasty critters were always hiding out somewhere in the apartment. There also seemed to be a lot of water outages (once or twice a month), mostly during the weekdays. Though they'd announce they'd try post signs of the outages in advance, it was torturous on those that were present during the outages, as they'd shut the water off for 8-hour periods. My biggest problem was a safety issue that they had during power outages. When the power went out, the stairwell emergency lights never kicked in, turning the stairwell into a dark deathtrap. If there were an emergency during a power outage that required people to evacuate the building, people would definitely be injured or killed in the pitch black stairwells. In a nutshell, it's an old smelly building that has the signs of its age, but if you want to live in Bethesda without blowing a fortune on rent, it's definitely an option.

a fair assessment except that as of June '07 it has gotten considerably worse. If you like being driven out of your apartment 5 times a week for false fire alarms, a management team that is surly and unresponsive to tenant needs and tenants who allow their animals to soil in the elevators this is the place to be.
