I've been living @ The Phoenix for two years. A lot of improvements have been made since I moved in. This year they have done the worst thing ever! They have started to charge new as well as existing tenants utilities. The main reason I moved here was it was a nice complex and the price was right no utilities. The way that they are going about charging utilities is that the utlities are not being paid to Pepco/Washington gas they're being included in the rent and being paid to a 3rd party company called Minol. Utilities aren't based on actual usage but on square footage. If you pay it late, they hit you with a late fee and your rent is considered late. I honestly think that this charging of utilities is an act of getting money back for the some of the renovations they have done. I think they spent more than expected and now the tenants are stuck with the bill. I think that they are are broke. People aren't moving in-they are moving out because most can't afford the charging of utilities along with the annual rent increase. They are losing good tenants everyday because of the charging of utilities and they are are desparate to get people to move in. They are so desparate that they are offering low rent specials as well as offering to give away a I-Pod and they put a DVD rental machine in the lobby--right by the front door in bldg 5802 the rental office is in this bldg (feel free to go take a look). There also seems to be quite a turnover of rental office staff,which means there is no consistency or stability. In the 2 yrs that I've lived here I seemed numerous new faces down in the rental office. The staff in the rental office isn't very attentive to the needs of the tenants they are here to serve diligently everyday. Everytime you want to speak to the property manager, she's almost always "not available" to speak with you. She always seems to be doing something else that is more important than speaking with the tenants of The Phoenix- Especially after she finds out that you won't be renewing your lease that includes the charging of utilities. If you want to live in a nice place and get your money's worth--Dont move to the Phoenix!! There are nice places around other than the Phoenix that won't try to take your hard earned money.
