Over priced, but a bit below average

We lived in a top floor apartment for a little over one year. Most of the neighbors were quiet, although not the one with whom we shared a wall. Increasingly they are renting to groups of noisy college students, but we left before it got too bad.
The management was usually surly and denied that any problems existed. They rarely cared to believe us.
There was leak in the roof right over my son's bed. The plaster sagged from the weight of the water. We told them about it may times. They came out and painted over the water stain and claimed that it was fixed. Then it would rain again, and it would sag and drip, again. Then they would paint again. Amazingly it never fell, but we stopped using most of that room.
The in-closet heater made an incredible racket whenever it turned on. We usually had to speak louder, and phone conversations were difficult if you were too close to it. The A/C was the same way, but we didn't use it much as it was ineffectual, and energy inefficient. Sweating worked better.
The shared laundry/storage area gave me the creeps in the evenings. It did not feel safe. We didn't use it much... we didn't even use our assigned storage area because we got a flimsy thing made of plywood. Still, it was probably better than the dirt floors that some others had.
On the plus side, when our water heater broke, they had a new one installed by the next day.
