------, Stalin, and Mussoulini come to mind when thinking of brutal dictatorships in the 20th century. Gephardt, the stingy owner of the Briarcliff apartments may very well take his place amongst the 21st.

So what if my friend spat on his mercedez and it froze overnight. He didn't have to have his family's lease terminated.
