They lie about utilities

This is my first apartment and hopefully the last lease term here.
Before I moved in, I was told that I was getting the upgraded model. After signing the papers I got a call just days before I moved in to find out that they made a mistake and it wasn't the upgraded one. WTF They gave me keys to a place that was upgraded and said to check it out. I entered the apartment and found nothing was different than the older models and the response I got back after telling them this was "Oh, it will be ready on time." I LOL'ed.
We moved here in late Oct, around when they decided to charge everyone who signed for a new lease utilities which are Water, Sewage, Heating and Cooking Gas. I was told by the office workers that it is a flat charge by the square footage, not by what you use.
They could have not been more wrong. I called the place that monitors the utilities (which is some company in FL so enjoy paying long distance!) to find out that it is charged by what you use.
Last month I got the bill for the heating and cooking gas and it was over $200. Although, the complex decided not to raise rent for 2005 and 2006, I find their way of measuring for utilities totally retarted. There are no individual meters either so you will be paying for grandma upstairs who has the heat on at 80F in the winter.
Aside from that crap, maintenance replaced my washer (after like 5 calls about something leaking and it took them 2 weeks to replace it because it was on back order..wtf') and I found it funny that I fixed the problem myself by just tightening up the hose pipes to the old washer. What a waste of money on their part. The dryer works ok eventhough it's from the 1980s. They are in the process of replacing all the windows, however, the older ones (like mine) do not insulate that well at all. Also after a huge wind storm many pieces of the roof flew all over the golf course and in the yards. I'm assuming that flooding problems will happen soon enough.
The people who painted have no idea what they are doing. Excess paint is splattered everywhere to the point that you can even connect your tv to the cable outlet or your phones without removing the layers of paint.
I also came home one day (after calling maintenance to fix my dryer and leaking problem)to find the place smelling like raw sewage and black stains all over the carpet. I wrote them a nice letter and they took care of what happened without saying sorry.
And now for the positive side:
I do enjoy their gym, however they do need more than one treadmill. And I haven't had any problems with parking, noise, or crime. Rent is not too bad, but the utilities will eat away the savings I suppose.
Lots of older people live in this complex and everyone I met said that they love it here. I guess they have all new appilances and windows. One even said that they have lived there for over 10 years.
In the end, as long as you don't have any major maintenance requests and as long as you always ask several staff members when it comes to questions regarding your bills and lease aggreament, you should be alright.
I really try not to feel sorry for the staff here because their boss might be a ---- or perhaps they just don't care.
I have decided not to renew my lease only because they haven't figured out how they are going to handle the utilities in the future. I might reconsider if every apartment had its own meter. Oh well.
