I lived in two different apartments here some years ago, and still have many friends who have lived there for quite a while. I also know some of the employees; a few are good friends.
I stumbled on this site quite by accident, but after reading some of the comments, feel compelled to post one of my own.
These apartments were built a while back, but I believe they are still under the same ownership. There is constant evidence of the owners putting money--a lot of money--back into the apartments. Of course, they get no credit for this.
Yeah, there are rules--and most of them are in the lease. But the rules are there for everyone's benefit. Trash is collected at your door in the mornings; if someone is unable to get it out in the morning, why should your neighbors have to smell it just because the trash collection doesn't fit your convenience. If everyone would follow the policies, which I think are in place for everyone's benefit, then management would not have to post letters. However, people are increasingly rude and inconsiderate. The pool complex is sparkling and magnificent--but that doesn't come cheap. The expensive guest policy (not in effect when I lived there) is to make sure that everyone in the neighborhood does not use the pool. Many of the neighboring apartment complexes don't even have a pool, and I was with some friends at the pool a few years ago when the guests paid only a few dollars--and it was so mobbed with guests that residents couldn't enjoy it. I cannot speak to how high the utility bills are; years agp they were included in the rent. However, I am employed in the construction industry, and know that to go back and put individual gas meters in each apartment would cost millions of dollars. Many older apartments use the same system as Briarcliff for its utilities billing.
I have seen all sorts of rude and nasty people at Briarcliff--residents and guests, who behaved insultingly and inconsiderately toward management and neighbors. I know that my neighbors and most others I came in contact with who lived at Briarcliff loved it. Of course, on a site such as this one, it is far more common for people who have an axe to grind to post a comment rather than people who are satisfied with their experience.
Based on my experience and what I see at my friends' apartments, Briarcliff is STILL the apartment community of choice in Cockeysville
