This apartment was fine until they stopped including the utilities with the rent. If you want sky high utility bill chose this. There are so many apartments in cockeysville which have utilities included in the rent. Chose one of them and avoid this unless they decide to do something about the high utility bill.

This should not even be LEGAL. I have heard nightmare stories of apartments charging arbitrary amounts for water and electric where the actual use is NOT METERED. Except for that I would consider living at Briarcliff, but I am not subsidizing someone else's walking around in shorts with the heat on at 90 degrees while I conserve and freeze!
