Apartment was nice but front office staff is terribly unreliable

We lived in Columbia Commons for nine months and moved out just a few months ago after buying a home. Our apartment was nice, and the grounds were very pretty and well-maintained. We had several very frustrating experiences with the front office staff, however -- and continue to, even though we've left!
For one thing, the staff tells residents that they can have packages sent to the front office and can pick them up later; yet they are terrible at keeping track of packages. They lost one of our packages, "misplaced" another for a week, let someone else sign for and take another package, and didn't let us know about yet another until a week after it was delivered (and by that time, it was spoiled, since it was clearly marked "perishable" -- the gift was a surprise, and we didn't know about it until my mother-in-law asked if we had received it; and had we known she was sending it, we certainly wouldn't have had it delivered to the front desk, as we had given up on them several mishaps ago).
The staff half-heartedly apologized each time, but they didn't seem to actually care, which was evident in pretty much all of our dealings with them. It was extremely difficult to get anyone to return phone calls about anything. And when we moved, were told by the front office that they would terminate our water agreement, but we are still getting billed for it several months later, and the front office won't return phone calls about it. To their credit, they did return our full security and pet deposits about two months after we moved, but it's one of the few things they did right. If these sorts of things would annoy you, I would recommend looking elsewhere.
***Update: I finally got through to the water company and they confirmed that, yes, the apartment complex is responsible for closing the account. I don't know why I'm surprised that Columbia Commons' office has screwed one more thing up, given their track record of being unreliable, but it still kind of amazes me that they could be that careless and remain in business.
***Further update: Several weeks later, we have received a "closing" bill from the water company payable to Columbia Commons, with a billing period of several months after we moved out. I have left a VM for the leasing office reminding them that we're not responsible for it. These people are truly unbelievable.
