Terrible new management

Years at this apartment: 2001 - 2003
I lost my keys yesterday and asked for the locks to be replaced. My door had 2 locks on it, one on the knob and one above, but now they're replacing the knob with a cheap one that don't lock. I talked to the manager and they told me that it's safer that way, since I would not be able to lock myself out accidentally. I don't see how 1 lock could be any safer than 2. I paid for the locks to be replaced, and I want my aparment to be in the same condition as when I agreed to sign the lease.
What sucks even more is the manager's unwillingness to resolve the problem. The best she could do is to say "that's what we're using now, and you can do whatever you want." Writing a complaint letter to the property management company (Maryland Management Company) and Better Business Bureau is exactly what I want to do and will do.
