We moved here in end-April 2008 from Silver Spring's Peppertree Farm complex. Harpers Forest can be termed "better" than Peppertree Farm (and sister property Cinnamon Run), but that's not exactly a glowing commendation.
We had to put stuff (mostly consolidated empty boxes) into a rented storage locker when we moved as our 1-br apartment was woefully inadequate of space (had we taken a 2-br, the additional bedroom would unquestionably have been storage), until December when a storage space was finally available in our building (to which we were given keys--more on this later).
Also, only 2 washers and 2 dryers per building (typically 11 or 12 apartments, never cent-percent occupancy) of which at least one dryer oft non-functional.
Due to the horrendous commute I face to get to work in Arlington, we decided in January to move closer--and to also get a 2-br with laundry equipment. We had checked Avalon at Ballston (pricey, and parking additional charge), Peachtree at McLean (somewhat pricey) and Winexburg Manor (about which we had trepidation, it being in generally same area we had moved FROM earlier) and finally Oaks at Falls Church (where we decided to move).
In March 2009 (only 2 months after we got storage access), HF changed the locks on the storage areas (and also their policies thereof) without notice.
And, when I gave notice, I was told I should have given "2 calendar months" (accurate as per lease agreement, and we had only given one--but generally complexes send a notice of lease-renewal, which HF never did; do they typically expect residents to leave after 1 year' Possible red-flag).
Also, during the last week before we moved our furniture to OFC, the electronic lock on our building failed--so outer access doors now unlocked 24/7.
And, had many times residents of other buildings knocking at our doors to complain about bedbugs (and other even more harmful pests).
So, I don't recommend HF for the following:
(*) apartments are much smaller than claimed--and typically inadequate on closet/storage
(*) maintenance of laundry-rooms inadequate and erratic
(*) storage policy erratic

I could not agree more, I had bed bugs in my apartment, I was one of THOSE victims. It's definitely not a place for people use to normal or decent standards to live. I was lucky enough to get almost 6 months of living there for free since I filed a case against them in court for health regulations.

More followup: I recently received a collections notice (AFTER moving out) from the management company's head office. So I will amend my response down to definitely do not move to HF, or any other Maryland Management property.
