Good, but not worth the price

I moved in to Tamar Meadows because I needed to find a place quickly, wanted to stay in Columbia, and did not want to stay in a "hood"/"section 8" apartment complex (which a majority of the places I visited in Columbia were).
The buildings are nice, inside and out, overpriced in my opinion, but nice. The people in the office are very cordial (can't say I've ever needed help from them). So for the most part, its an nice apartment complex.
The issues that I have with the place is with maintenance. Specifically:
Ice and snow aren't usually removed from stairwells, walkways. If its less than 2 inches, they don't bother doing anything. And if its more, then they hire a snow plow to quickly zoom through the parking lot, who only moves the snow around, leaving hills behind the cars. On numerous occasions I've had to help my neighbors dig there cars out of the parking spaces because of these hills.
One of the good things about the apartments is that they "upgrade" them by installing new fixtures or doors or something to make them nicer a couple of times a year. The issue is that whoever does the upgrades does poor job: for example when they installed new closet doors both of mine almost fell off (one did fall) because they weren't screwed in tightly, and when they installed new blinds they left a slot in between the pair of blinds almost two inches wide letting in most of the daylight.
And these upgrades often come with very short notice; its not unusual to find a note on your door saying they will be working in your apartment in the next day or two, which is pretty short notice if you'd prefer to be there.
It appears that they rarely walk around the outside of the buildings looking for problems/litter. I've seen litter sit for over a week, and broken tree branches hanging the middle of the parking lot (low enough to scrape cars) for just as long.
In short, one of the advantages of apartment life is that you should not have to salt your own steps, dig out your car, pick up litter, trim trees, or make repairs to your own apartment. In theory you pay a little more to get a little more. Here you pay a lot more, and have to do the maintenance yourself. And at these prices, you might as well by a house.
