Not the best place, not the worst.

I want to start by saying that most the reviews in this page for this complex are right on the spot. The apartment complex is not "Downtown Baltimore" but its not a walk in the park either. Crofton is a nice area and these apartments could be doing a lot better... much better than they are doing right now...
My wife and I had chose this place because it was cheap, (compared to the rest of the apts here)close to everything we needed, and we loved the Crofton area. Had I known all the stuff going on, I would have probably chosen somewhere else... We had been living for a couple of years at Buidling 902, from 2007 to 2009
Cons:
-Roaches: We have not found many, maybe 3 or 4, one time or another. My wife and I are clean people, and finding this was disturbing, since we like to cook a lot and use our kitchen space for that, but it got reported and I havent seen anymore.
Loitering: Ugh. For the first 7 months Loitering was a problem. Bunch of people (no need to indicate nationality, since it could be americans, --------, ------, -------, etc...) would huddle up in the stairs of the building, smoking or looking at the women that went in or out, my wife would feel uncomfortable from time to time because they wouldn't even help if she came in with bags they would only look, whistle and say something in spanish or indian... Then Dave sent a notice that this was not permitted and it got fixed overnight.
Laundry: No laundry! The machines are constantly not working, they stop working while you are washing, its expensive $3.25 per load, and the change machine is all the way bythe Aptment Offices. I think we did a load or two before we decided to a friend of ours to let us use his laundry because it was never available or they were broken.
Management and Maintenance: My main gripe was management and maintenance. Dave the Property manager is an awesome guy, very professional, responsive and flexible. If only his staff would be exactly like him... but his staff leaves much to be desired. The maintenance people I cannot blame them all together, but lets say that 30% of them do the work they do, and the other 70% do whatever they want to do. We had a leak happen at 4am in the morning, and we reported it next morning and they took 3 days to explain to me that the top flor neighbor left his shower running while he went to work and thus we had that leak into our bathroom that looked like a second shower. When we first came to see the apartment we were given, it was an apartment equipped for a person in a wheelchair, it had all the comodities a person in that situation would have loved. So we went back to the Office and explained to the Latinamerican Lady, that we wanted a different place... That is when we got moved to 902. The apartment was dirty, the counter was burned, bathrooms were filthy, the fridge was broken, someone had stuck a piece of paper towels in the fridge and it was blocking the air from the fridge to the freezer... In other words a mess. I emailed the Property Manager and explained to him, that the lady had told us the amenities were brand spanking new, and they were not, and he said she shouldnt have said that, but he addressed the problem as he understood my frustration and in 24 hrs we had a brand new counter, brand new fridge and brand new dishwasher. Floor got fixed, Carpet was brand new... we prety much got a new apartment as we were told it would be when we signed on the papers. How is that for the 1st 48hrs'
Inconsiderate Neighbors: Lets start by the most recent incident. THEFT. My family had sent us a nice box with a bunch of typical food and what not. True that the MORONS at the post office left the box in front of our door, when they know there had been other incidents like this happen before... but still. I think our neighbors should have respected our property it was clearly addressed to us. We placed some banners on the main bldg door, and by the next day they were ripped and thrown in our door. I know the thief lives in my building, and I know he knows who I am... How does that make me and my property feel safe' Management wiped their hands on this one, they didnt do anything and blamed the post office as well. You decide. Aside from that we have had techno music go off on a wednesday at 2am in the morning, running in the stairs, etc. One of my neighbors just had a baby, and he and his wife got woke up in the middle of the night by someone playing "Salsa" at 3am in the morning.
Over-populated apartments: I seriously do not understand how management permits this. I could understand if this were Mexico or some third world country or if rent were dirt cheap like $100/mo but paying $1100 of rent I expect a lot more. 3 or 4 families into a 2 bedroom apartment, 8 people in an apartment (no I am not talking a mom and dad 6 children).
Pros:
Price: Yep, it's cheap for the area. It's not the worst place you could live but you get what you pay for.
Property Manager: Really nice property manager. I really liked Dave. He was responsive and genereally seemed to care about issues that my family was having. He is very kind. It's a shame that he is in charge of such a P.O.S.
Big Apartments: Pretty big. We had a 2br, 2ba and it was pretty large, all things considered. The master bedroom was huge.
Good location: I liked the Crofton area. It's old townish, nice and lots of things close by. These apartments are in a good location. Waugh Chapel is right across the street, Annapolis, B-More and DC are very close.
Good Kitchen Space: A LOT of kitchen space. If there is ONE THING that I like about Crofton Village it was the kitchen space and storage space. My wife and I love cooking and the kitchen always had lots of room for us to do our cooking.
