Poor management/Decent maintenace crew/Lifeguards don't watch users of pool

Years at this apartment: 2006 - 2009
Management unwilling to use friendly customer service for reliable and good longstanding tenants.
Maintenance crew is adequate and friendly. Do their best to help out in a timely manner.
Lifeguards are friendly; however, they do not enforce pool rules and most important do not watch people in pool. Inotherwords, they do not do their job whether they are from the USA or the Czech Republic.
