SAW WHAT before you move there. The World Headquarters for Rodents? Violent Criminals for Neighbors? Insect International Home Office? Never really fix anything by non licensed people playing with the electric and plumbing. While it is generally a truism that you get what you pay for, HOWEVER the LAW, you people know what thAT IS RIGHT? REQUIRES CERTAIN MINIMUM STANDARDS AND YOUR VOLUMES OF HOUSING CODE VIOLATIONS CLEARLY SHOWS THAT YOU HAVE NO RESPECT FOR LAW, YOUR TENANTS NOR YOURSELF. Slumlords, weather the name is Frank D. Scarfield, Sr., Deborah Scarfield Torre, Bettina Mabry, Connie Scarfield, or the criminals you employ always tell those they rent to that they couldn't afford anything nice. Is is true that you lie and deceive to trick people into moving into your hell holes? Sooooooooooooo, why don't you all go out of business so people that know how to manage apartments and run a business that benefits a community can replace your pathic operations.

I agree with you 100%.To who ever said "you get what you pay for." Thats a load of bull. Their are people living on section 8 that pay 35.00$ a month living in better kept places than this. Because I don,t want to spend half of my income on rent, I should live in HELL on earth.It would take me an hour to list half of the things wrong with this place.As long as people do nothing about it, nothing will change. It dos,nt cost much at all to send a registered letter listing your things that need to be fixed. 15 days they don,t fix them, you can take your rent to the court house and they will put it in an escrow account for you. They want the rent, they fix the things that are wrong. Mice, rats, roaches, mold, these are health hazzards, call Baltimore county housing dept. 410-853-8990

The real problem is they took in section 8 from O'Donnell Hights. After that place was torn down all the scum from their moved in. Drug dealers, theifs, etc, etc, etc. Now not just Holabird East has a problem, the whole community does. People are getting stuff stolen from their back yards, out of their cars. This was a nice community and now all the trash has moved in. Until we the people of the communty start getting on our so called great congressmen we have in Dundalk, who only worry about bringing new laws out for sex offenders, where only 3% in the country are likely to reoffend, but drug dealers and theif's who prey upon our children are more the 42% likely to reoffened and tell them to start fixing this problem and getting rid of the scum and their landlord we will continue to see these problems. These people ( if you want to call them that) should be made to register on the internet as well, so I can see who they are walk up my street. The funny thing is our congressmen in this area only seem interested in telling us about laws they are going to pass that are on the sensitive issues that make people cringe when they hear them, well guess what drugs and comming out side to see my childs bike stolen is a sensitive issue to me. So people, are we gonna sit around and cry and play the victum game or are we going to take a stand , get the people who are in office to deal with this and if they don't get them out of office and get people in tehir who will act.

I've got an idea... Why don't you'z all spend your time getting re-educated, find better paying jobs so you CAN live large. WOW what a concept! Houses cheap right now. Have at it. Don't bust them for offering affordable housing. Don't like it? Move or maybe I can ask the to raise the rent to pay for licensed plumbers and Electricians. Now that's a thought.

Raise the rent so the slumlord can pay for licensed plumbers and electricians? Are you completely retarded or what? Giving more money to thieving scum like Scarfield only encourages him to keep doing as he has been for the past 30 years. Just look at his stack of thousands of recent code violations. Why do things legally when he can just slip local officialdom a few bucks so they look the other way? The only time he has ever hired a licensed contractor was 14 years ago after the state MDE came down on him about his midnight crew of crackheads and fellow thieves he had doing toxic waste disposal at the old Seagram's site. That licensed contractor, ARC, said he'd never do business with the likes of Scarfield again, what with all the run-around when it came time to get paid. With unlicensed contractors he simply just doesn't pay them. What are they going to do about it -- sue him? Those illiterates don't even know how to fill out simple paperwork at the courthouse.
