I lived here from 2001-2003 so I can't speak about any new management. But I can tell you that this place is not bad and I would recommend it. People are more likely to share their complaints than their praises, so I think that is why there are always more negative things said on these sites rather than positive things.
I'm not sure what the rates are now, but back then this place was cheaper than similar apartments in the Howard County/AA County areas. The location is great - right off of 95 and close to so many stores and restaurants. The grounds were always well-kept when I lived there, and the pool was nice and clean. I never used the fitness center or anything in the leasing office. We had decent neighbors and we liked our unit and never experienced any major problems with it. Any minor issues were fixed within a reasonable amount of time. Never saw any bugs or rodents. Never felt unsafe.
Parking was horrible. I bought my own carport space after only a couple of months because there was never any parking in my court or even near it. Visitor parking was very far from my unit and the complex was quick to tow cars without residential permits. I suppose that was a good thing for residents (although there was still never any parking), but bad for their guests. There was only one set of dumpsters, which was ridiculous. We would have to drive our trash there on our way out because it was not within walking distance. The walls were very thin. We constantly heard our neighbors but I suppose you have to expect that when you live in an apartment. They require 60 days notice if you plan to move out (at the time I lived there they did) which I think is a bit unreasonable. One last thing - there was a major snow storm during the time I lived there (almost 2 feet of snow). A plow came down our court one time and pushed all of the snow off the roadway, but behind our cars. This left more than 2 feet for us to shovel. That made me mad.

Management changed 2-3 years ago (2006/2007) and it got much worse with the new mgmt. I moved out a year ago, so I can't comment if it improved, but read the other recent reviews and you'll see what I mean.

When Buzzuto managed this property it was beautiful. They couldn't wait to help the residents, they come right over to you smiling when you walked in the office. They were good people. They even put an ammendment in their lease stating if maintenance did not visit within 24 hours of a reported problem they would take those days off of your rent. They took much pride in this community.
Then came JP Management when the property was sold in 2006. The property went to hell in a handbasket. We moved in 2007 because it became unbearable to live here. The management was shameful. My unit was flooded 3 times from faulty appliances (hot water tank, toliet, and washing machine) from the upstairs unit. Trying to get the staff to fix the damage from the floods was a nightmare. The manager pointed fingers at the contracted company they hired, the contracted company pointed fingers back at management. I threw my hands up and moved. Mold grew like mad. Beware of building 6753.
