Years at this apartment: 2004 - 2005
I moved to Ellicott City in October of 2004 from Texas and had nothing but trouble from Charleston Manor. Pet deposit was non-refundable and the pet rent was unreasonable. The apartment was very small and poorly insulated - I was in the middle floor and could hear every step my upstairs neighbors took.
Rats ran rampant through the parking lots because of the poorly cared for dumpsters. Although it was called in to the office staff numerous times, it took almost 6 weeks for them to take care of the situation.
During snow and ice storms, the parking lots were not salted. I lived in the back of the complex and had to call in to work twice due to the fact I couldn't get up the hill without sliding into something. It took a long time for them to even clear the lots of the snow.
Parking was a hassle. There weren't enough spots for the number of apartments. At least twice a week I would have to walk 5 minutes back to my apartment because I couldn't find a close spot.
Do not lease here. They are a hassle.
