As a first time renter, I feel it is necessary for me to point out to anyone reading that each and every group of reviews for any apartment complex on this site is the same. Believe me, for months and months before I moved into Charleston Manor I monitored this site and flip-flopped between feeling ecstatic to feeling anxious about moving in. I personally have had no problem living here for the past 9 months, except for a little friction in the beginning between myself and the leasing office. However, I put my foot down and they worked with me. Its a nice, safe place, and I have had no issues with anything. They dont give you a whole lot of notice sometimes but they dont just barge into your apartment. I must be honest and say that I live in one of the more secluded buildings, and that some of the larger buildings tend to have people hanging out around the steps sometimes, but they aren't loud and they don't make trouble. Also, there is a municipal building down the street, so the cops are just a few yards away. All I can say is that you should go check it out for yourself and see what kind of vibe you get from the area. I'm so tired of reading "reviews" that are really just childish rants. Hope this helps someone.

You obviously have not been there long enough and/or got lucky with a decent building. I left one of those so called "childish rants" after living at Charleston Manor for a year which equaled to living in HELL!!!! If you are living in the same conditions that I lived in (which I have a strong feeling you are because I drove through Charleston Manor not too long ago and it looked the same as it did 2 months ago when I moved out) you must be either extremely naive, dumb or a foreigner like the rest of the population of Charleston Manor who came from either a dirt hut in Latin America or the streets of the mid-east and just don't know any better. OR you are just another person from apartment management trying to fix the image of your crappy complex. Who knows? I don't know you. If you are just a decent person who just move in, I say good luck. I was hoping for the best when I moved in as well. I didn't get it! I shouldn't have to worry about the fact that the police station is nearby for the amount I paid to live there! I could "rant" for hours but I will leave you with this. Keep your apartment clean or you will have some little visitors from your neighbors. They are called roaches :)

Charleston Manor has not paid my deposit back for $300. I just gave it up after going around in circles with the changing management, which is usually a sign of bad customer service. For example, I had to live without air conditioning for about a month until I lost my nerve and made a loud case with the management.
Also, not to sound like a 'stupid foreigner', but I know more about the apartments in ellicott city as I had to keep moving around until I found chatham gardens which is the best place to rent.
