I moved into Emerald Woods in Oct. '03. It was fine until a few months later when the same company that manages Harford Village took over. Since then we've had weeks of uncut grass, a car wash area that hasn't worked in over a year, and a playground that was torn down because they didn't want anyone suing them. Parking is bad, but that doesn't really bother me too much.

The apartments themselves are very nice and it's a great neighborhood....and that's what you're really paying for- the neighborhood. There are much better values out there that are in neighborhoods that are just as good.

UPDATE, 12/07: I am finally leaving this place. It has served me well for the past four years. I stand by what I said above, but letting the playground go to waste was this place's biggest sin. They blew their one opportunity to foster a sense of community here. Residents do have access to a pool, but that's a car drive a half mile away at Harford Village North. I was in building 6 and was pleased with how quiet the neighbors were...most of the time.
