A slum in the middle of a peaceful suburb

Years at this apartment: 1990 - 1997
During the time that I lived there, Elmwood Terrace (or Waverly Gardens, as it used to be called) had the highest crime rate of any place in Frederick outside of the actual projects. It was worst in the summer: breaking and entering, numerous domestic disputes happening in common areas, drug deals, even a murder (the first the town had seen in years).
Maintenance was also a nightmare: it took us literally four years to get our sagging bathroom ceiling replaced. The only reason they replaced it was because it actually caved in. They did get better by the end of the time I stayed there: it only took two days to get the leaking AC hose over my bed to get fixed.
Roaches were my constant companions here-- never make the mistake of leaving a glass of liquid out more than an hour -- you'll find them floating in it.
By the time we moved out, the pizza guy would no longer deliver to our front door-- they made us meet them in the parking lot because they'd been mugged too many times.
Our clothes were frequently stolen from the laundry room, but we didn't like to sit inside and wait for our clothes to finish washing, because neighborhood teenagers used the rooms as hangout spots.
Other residents in the neighborhood were absolutely horrible, with a few exceptions. People would let their children wander around the neighborhood at all hours of the day and night, and mothers would come out and scream at you if you told their bullying children to leave yours alone.
They eventually hired off-duty police officers to patrol the complex at night... which was an improvement over the security guards who could merely frighten criminals away with his flashlight.
The pool was poorly maintained -- pine trees are planted all around it, and would drop in and turn the water green. No effort was made to clean the water, and it was so opaque that you couldn't see a foot in front of your face underwater.
Now, much of this might be tolerable if this complex were located in, say, Washington, DC. You can't expect to be completely crime-free in the city. But for a nice, quiet suburb like Frederick, it was ridiculous. Though things might have improved in recent years, you'd still probably be better off farther west on Key Parkway, or better yet, in the new complexes at the south end of town.
