Not thrilled...

Years at this apartment: 2003 - 2003
We moved here at the end of February, without ever having seen Frederick before. We were in a rush to find an apartment, and moved into Elmwood Terrace immediately after only seeing one other place.
Overall, we've been pretty happy here. The major problems we've faced have been:
1). after we'd been living here a month, we were told that we had to pay an extra $900 security deposit because the apartment manager had made a mistake when looking over our lease agreement. We pointed out that the mistake was their own, and insisted that we decide when we would pay this additional security deposit. They agreed to this, but we still question whether it was legal for them to increase our security deposit after we had already signed the lease and moved in.
2). Excessive noise from the apartment below us and next door to us. Yes, the floors are very noisy and creaky, but the noise issue that has been the worst for us are the loud stereos with sub-woofers that people play at all hours of the day and night at full volume. The bass rattles our windows, and more than one night we have been woken and kept awake by the noise. There is apparently nothing that anyone can do about this legally. We've called the front office, and our only course of action is to write a letter to the manager and wait for her to address the issue. At this point, she still has not contacted our neighbors, and we have to just put up with the noise all day & night.
3). The parking situation is not always terrible, but as new people have moved in, they have brought 2-3 cars per apartment with them. There are no assigned parking spots, and so it's first come, first served. This has been a problem because those who own 2-3 cars per apartment usually take all of the spots in front of the building, forcing the rest of us to park around the corner and walk with our groceries, etc... from pretty far away, which doesn't seem right. We've been told that this is just the way it is, and there are no plans by the management to assign at least one spot per apartment convenient to our front doors, so that each apartment has easy access with groceries, etc...
Mostly, I have to say we were much happier until new people moved into the apartments right around us, and these problems started. Although we like the inside of our apartment, we don't think we'll stay here another year because of the people living around us. This isn't a family place- more of a 'college, party place'.
