reasonably quiet neighborhood for inexpensive apartments, lack of dogs (and their noise and crap) is a plus. old apartments with inefficient appliances and fixtures, requires lots of maintenance, which is very spotty: sometimes they'll get right on it , usually for minor stuff, other times they'll ignore repeated written requests for items which could be hazardous - electrical, leaks, etc. There appears to be no insulation, apartments are noisy and heating / cooling very expensive.
