horrible water problems and high utility bills

I lived here for 2 years and the water shut off was nearly every week. They have one water line between 3-4 buildings. Everytime there is maintenance or repair in anyone of the apartments, the water of all the 3-4 buildings is shut off.
The utility bills are really high because of poor insulation. I had to keep my thermostat at 80'F and still felt cold draft. I had just had a baby and it was really horrible to keep feeling the cold draft. My average gas bill was 120$ per month. One month I was out of town for 4 weeks and was bombarded with a 30$ bill for not using anything. Later I found out that they estimate your gas bill using a meter-gun against your apartment bldg. There is no individual meter for the each apartment and so everyone in the building gets a bill of over 100$ in winter!
If you live close to the basketball court, be prepared for seeing kids from entire gaithersburg! It is a common basketball court open to public!!
