Best price and value but the worst of Neighbors

Years at this apartment: 1985 - 2003
 
The good thing is are all utilities are included, AC, gas range, electricity, and hot water. Maintenance over all has good record. The dustiest enviroment I have ever lived in. Laundry facilities are inadequate. Overall the nastiest neighbors I have ever had contact with in my life. There have been a few exceptions. There have been a lot of plumbing problems.
