Expect to get hosed over the security deposit

Neighbors: Nobody seems to stay at Mill Creek Gardens. I guess the roaches and crackhead neighbors run them away. When I first moved in, I had a crackhead living next door who had all kinds of people coming and going all day. He would come knocking on my door- and everyone else's, at night, begging for money, for rides. Finally he got evicted but then the guy on the other side started doing the same thing. I stopped answering my door. When I moved out a few months ago, 2 of the other 3 tenants on the floor were also moving out.
Parking: I parked a little over the line and they towed my car. Nice. They didn't even tow the people who were parked there without passes, but they towed a resident car with a permit. But that didn't top having some jerk hit my car in the parking lot last winter and run. Also, snow removal is a joke. Get used to getting stuck in the parking lot and parking/walking on ice.
Roaches: I only saw one live one in 2 years, but I saw hundreds of roach body parts. Every time I went in the cabinet there would be roach legs, roach antennae, etc, in there. Disgusting.
Washers: I found homeless people had locked themselves inside the laundry room. Management gave me the impression it wasn't the first time. The washers were not using hot water for more than a month before I moved out. I called management and they said to call the company that serviced the washers. Supposedly they came out and checked it but when I left there was still no hot water. I should say no lukewarm water because that's how it was. Cold was cold, warm was lukewarm and hot was just barely warm.
Deposit: It's been almost 45 days since I moved out and I'm still waiting to get my security deposit back. I know the place was already rented with a move-in date for 2 weeks after I moved out, so don't tell me they still don't know what the charges are. They are just waiting til the last possible second. I fully expect to be seeing them in small claims court.
When I was moving out, I noticed they had a new sign in the rental office saying the $500 security deposit is now NONREFUNDABLE. This is on top of the $25 pet rent they charge you. How is a deposit nonrefundable' According to Montgomery County,
Pet cleaning deposits paid by the tenant to the landlord are part of the security deposit, and may NOT be considered non-refundable under any circumstances.
Rent: When I moved in it was $700 and then went up to $775 the next year. Now they are charging folks for heat and water, etc. I would hate to see that bill.
One good thing was there was LOTS of closet space and the apartment was pretty big.
