I don't know what it is with this place, because the surrounding Germantown area is not too bad, but these apartments suck!
At night time you see a lot of young gangsta wannabe kids walking around with super long white t-shirts and baggy pants, looking like they want to "keep it real". Also watch out for a skinny white girl knocking on doors asking for money to buy medicine.
Not only are a lot of the people who live there somewhat weird but generally low-class, I have seen cop cars and ambulances there from domestic disputes, heard of robberies, a shooting and to top it off: They have one of the only registered sex offenders living there. Really nice.
It doesn't appear to be bad in the daytime, but the night time is what drags a lot of the drug dealers and hoodlums out. I do feel bad for the good residents there, who are subject to ridiculous behavior.
As far as the apartments go, they are rather solidly built but only 2 stories high. Noise within is not so bad as outside, where one can hear hootin and a hollerin' and people barbecuing on the sidewalk. The layout is generally plain and the cost is lower than most in the area and hence the "clientele". There are no washers and dryers in most apartments. After having lived in Virginia where we can carry firearms legally, I feel very unsafe taking my very young son with me to do laundry without it, because here in Maryland only criminals get to carry guns.
