Great first four years; last three, property in decline

Lived here since it was built in 1996 on 3rd floor; grounds and interior apartment beautiful. Since about 1999/00, rates have skyrocketed and the overall property has been in a steady decline.
Undesirable tenants are rampant, leaving noise, garbage and vandalism behind. Grounds, including lawn and externals of buildings/garages virtually no upkeep.
Property in need of painting and overall renovation, esp. to keep pace with tenants' destruction patterns.
Feels unsafe and community is becoming unatrractive. (And it's not because of the pets.)
