O.K. for price, but noisy and tacky neighbors

Years at this apartment: 2001 - 2003
I rent a two bedroom which is one of the cheapest in the area. It also includes heat and hot water, which I like. The apartments are o.k., no balconies which makes me a little claustrophobic in the spring and summer. The office staff is nice, maintanance is good, but.....
the apartments are very noisy, under flight path to the airport, but even worse is the noise from other residents. Car alarms go off on a regular basis, kids are partying in the woods til the wee hours throughout spring, summer and fall, and the walls are like tissue paper. I had a neighbor who snored and it was keeping me awake all night. My downstairs neighbor complains about me, and I am a very quiet and considerate person, its just every noise permeates the floors and walls.
Safety seems all right. I've never had a problem,but there are some scary looking people around. The neighbors are dirty-littering common. Very small children are left to wander at will It does get depressing after a while
