Look elsewhere if you can afford it - Going Down Hill Ghetto

Years at this apartment: 1999 - 2001
I lived here for 3 years (1999-2001) and have seen a lot of things. My car got broken into. Door locks on laundry room were never fixed on time. About 20 coats of paint on the walls, sometimes it was 1/4" thick over the light switches. I had the "upgraded kitchen" and it was the only modern room in the apt. Really noisy. Too many thug kids running around till 1, 2, sometimes 3:00 in the morning. Kids jumping over the fence in the summer to go swimming at midnight. Riding a motorcycle all over the grass at night. Lots of junked cars parked all over. Glass all over the parking lot, smelly, rat infested dumpsters. Walls are paper thin and I could hear my neighbors getting it on all the time. Disgusting. This place was a step up for me (coming from another ghetto/hood in Owings Mills.)
My advice for apt seekers - "You get what you pay for." It costs money to feel safe at night - cut back elsewhere in your budget and find a nice place to live.
