I am going to give you a honest review of this complex. I currently am a resident of Highview Terrace. I have lived in the same apartment since January 2004. The apartment is very spacious and there is plenty of room in it for your furniture. (I live in a two bedroom on the second floor) Also it is very convenient that all the utilities are included in your rent. But for example, there were a lot of hot days in April 2009 and management simply posted signs stating that the A/C would not be turned on until the 2nd or 3rd week of May. And it was not turned on in my apartment until May 5, 2009. (A little earlier than what they said!) The management staff has changed since I have been here. When I first moved in there was a Property Manager named Valerie and she and her staff were AMAZING. But now there is Amed (I don't even know if I spelled his name right) and he needs to go. If it was not for Kim, the leasing consultant and Roz, the assistant property manager I would have to report him to the corporate office. Every time I call maintenance, they come out the same day but all they so is patch up things. My apartment has never been painted since I have moved in nor has the carpet been replaced. (Due to wear and tear of over 4 years this should be kept up to date.) I requested a paint job and the Property Manager Amed said no but the assistant said that she would put me on the list because we have been here so long. Also back to the maintenance staff, they spend a lot of money and time repaving the parking lot but not upgrading these apartments. The only upgrade this apartment has received was new windows. Also when it rains, the water comes in and stains the walls and ceilings and all maintenance is instructed to do is come in and paint over the stains. The apartment is Verizon Fios ready but Fios is expensive. And about rodents, yes they are here, rats and roaches. I had a major mice/mouse infestation and all maintenance did was bring in sticky papers. I had to call corporate before major work had to be done. You have to contact the rental office to be put on the list for every Tuesday for regular exterminations. (I even caught one mouse and had more running around my apartment.) That is the main reason I am looking to move. These apartments are in a prime location and the R4 comes right in the complex but just do your research. The first four years I loved it but now I am avidly looking to move because I can't take it anymore. I almost forgot. Parking is CRAZY. Some tenants have three or more cars and take up so many parking spaces and don't leave decent parking for you, close to your building. Many of times I had to park a distance away from my apartment and walk in the dark with my small child to our apartment. And of you have a visitor and the don't have a parking pass ( which you have to $50 for, they will be TOWED!! Just be aware. I even had my car towed when I first moved in but that was quickly resolved. The noise, I guess, is to be expected since you live in an apartment complex. If you are looking for a quiet, serene environment, then this is not the place but if you can take loud music and noise from your neighbors and those outside in the parking lot then you can live here. I was brutally honest with you about my experience and hoped I helped you with your decisions. But like my title states, JUST DO YOUR RESEARCH! I am doing that now.

This IS indeed the most accurate review of the FORMER residence I was tortured to pay for over 7years before I got my things & LEFT there. It was the best decision I've ever made. The R4 does come back there until about 10pm just prepare to WALK to or from the PG Plaza station if a snowstorm comes the buses will not come back to Highview when the roads get icy or if you miss that last R4!! The cabs will fake on you past nightfall don't count on them taking you back there if it's late. Call for carryout or delivery food? PRAY it gets there safely when UMD won their championship I had a delivery guy knock on my door to call the police for him because thugs took his delivery & tried to take his car! People will park cars on that lot & aren't even tenants but cousins/babydaddies that aren't even on the lease but are hogging parking spaces from tenants that truly need them. They'll get TOWED in the middle of the night if you have NO sticker on your car though so you best have one in your windshield!! Another annoyance is the CONSTANT slamming of the damn doors in the halls it's rude & UNnecessary but in Highview it's done on the regular! Cars fly right down that hill like a bat out of hell so watch you little ones playing in that lot near the pool folks drive RIGHT AROUND them mediocre speed bumps. I moved RIGHT OUT before my lil one could walk!! Can't say you won't warned you were.

I lived in the apartment complex for a year- it wasn't perfect but most of these problems were non-existent for me- there were never any pest problems (though the seemingly constant exterminators coming through to keep this from happening did get old after awhile) We never had any leaks, even though we were on the first floor, which in our building was half underground.
(And anyone who could describe those speed bumps as mediocre has never actually gone over them "like a bat out of hell". If anything I found those to be the most obnoxious part about the parking lots)
Granted, I'm a college student, so I never had kids to watch in the lots, or spill crumbs to attract pests or the like.
As for thugs and the like, the only reason I started keeping my door locked during the day was the neighbors 5 and 7 year old kids who let themselves in one day while I was in my room to play with our cats. And I was coming home around 4 in the morning once a week from work the whole time I lived there- the only time I had any problem getting a parking spot as well, and even then it was still only a minute or two to get to the apartment door from my car.
