old hirise not well maintained or managed but decent location, rent

Years at this apartment: 1990 - 2001
Plus:
1. Close to Metro, post office, shopping.
2. AC, utilities included in rent.
3. Ample parking lot.
Minus:
1. Noisy, loud parties in party room til 2 to 3 am on some weekends, noisy children play next to bldg.
2. Same system for heat and AC so can have only one at a time. Need fan and portable heater for spring/fall when too cold and heat not available or too hot and heat still on.
3. Run down. Plumbing, heating, AC, windows in disrepair, painted over outlets
4. Plumbing leaks/floods common, 4 first floor apts. recently flooded by sewage.
5. Management allows some tenants to run noisy day care center despite lease prohibition against nonresidence use of apt.
6. Cars often stolen or vandalized in apt. lot. Graffiti prob. in some hallways.
