I lived in Countryside in the 9981 building from 02 to 05.
Basic rundown:
2 Bedroom, 2 bath. LOTS of space. Never felt cramped.
They were slow on rent increases my first two years and even gave a discount to us because I was a teacher
Year 3, they almost lost their minds because they wanted to up the rent $400. Nah. I moved.
Maintenance showed up quick when you called. Stuff got fixed pretty quickly.....during the first two years. They began to get lazy as time went on.
Went a whole year and a half without roaches, but eventually when new families moved in or moved out....their pets came to visit. I spent about 3-5 months fighting the roaches and constantly spraying, washing and re-washing dishes. The exterminator made two trips out, no progress. Eventually, I won (I looked up info on them on the internet and learned how to fight smarter....).
Never had mice
Parking SUCKED. Still does (I drove through the complex recently and all they've done is repaint the asphalt). The later you get in, count on parking far far far far away from where you live. So far, the farthest I've had to park (remember - 9981) was around the corner from the rental office (on the left of it, down that little slope heading to the other apartments) and on the other side, halfway down the back side of the complex and walk. Late at night.
CRIME is a huge issue. We had several rape and robbery 'wanted' signs up in the building.
KIDS will dent and break up your car. They play in the street regardless of the lease agreement, throw things everywhere and then run after they do it.
The walls are thin. You will hear your upstairs neighbors having sex. You will smell their food.
Front office....I never had a problem with the folk that were there. I won't doubt that since there have been a gazillion changes since then, people may have changed and attitudes may have changed.
GROUNDS - the place does look like a dump. I say this from a RECENT drive through the complex (I work in the area and teach some kids that live in the complex, so out of curiosity, I drive through sometimes). Even back in 03, over on the OTHER side of the complex, people would dump things and just leave them there, trash in the streets and on the lawn, people out on the steps and not moving when they see you coming through (steps are for WALKING not SITTING...that's why you have a BALCONY!!).
All that said, save your money and look elsewhere. There ARE places in the area that are decent, but you'll PAY for it. Countryside, like most places that take Section 8, is only interested in getting your money and providing you minimal service. MOST rental companies (i.e. Aimco) are like that and no matter who you complain to, short of the government for health code violations, nothing will get done.
As stated before, I teach kids that stay in Countryside, Carleton East and other apartments nearby. I know THEM. Knowing them alone and seeing some of their parents, I wouldn't suggest you move here.
