I don't reccommend moving in--that is, unless you're fond of being woken up by your neighbor's barking dog and their loud music at all hours of the night. It doesn't help to ask them to turn it down because they take that as an insult to them. SO they turn it up. Oh yeah, then there's the people with their booming bass cars that drive by at all hours of the night. RUDE tenants. And the office does nothing about it.

And insulation'' It doesn't exist. If you live on the top floor, you'll get all the heat from downstairs, which might not be all that bad since your windows are so paper thin that a 2 degree change in temperature outside affects your temperature inside.
