A year later Water isn't covered anymore ? WTH?

Years at this apartment: 2005-01-01 - 2007-01-01

So when I moved in I have certain things coverered (water), and now time for renew of a lease - they aren't covered and rent goes up. You tell me if that's what you want to fall victim to. Some Cant use Directv cause of building location and all sat dishes have to be on patio.
