Very New but cheap construction

Years at this apartment: 2001 - 2002
 
It sounded like -Anonymous- moved into the apartment I vacated. New apartments
less than two years, but used cheap paint and other materials in build.
Maintenance looks to be deferred for some reason. Pets use the inside courtyards
and around parking areas so watch your step. Very little noise reduction
between apartments so get the top floor if this is a concern. On our floor their was only one working hallway light, even after repeated requests they never corrected that problem. Way more money than it's worth.
