Not a good place to live anymore

I live on the top floor and I have several leaks in my apartment that have led to mildew. It took the complex 4 months to repair it and paint again. Well guess what. The mildew is back again. Also one afternoon I got home and my A/C was out. I called the lease office and they stated that they will put it on the list but no one will be out to look at it because its not an emergency. Bull**it. In 90 degree weather it is an emergency. I pay my 1400.00 rent on time every month and this is the best service I could get. So I called the owner and left him a vm. Guess what? My A/C unit is out again. Maintenance came out this time but because the unit was frozen he couldnt repair it or attempt to repair it until it thawes out. So I had to spend another night without my A/C. Stop all the quick fixes. Repair or replace the damn thing.
