We have lived here for a few years now and have had minimal complaints. The staff are friendly, the area is quiet, and the apartments are fairly spacious. We live in Riverview II, and will probably stay here until we buy a house. The appliances and cabinetry are on the cheaper side, but they work. If they don't work, the maintenance staff is pretty quick to get them fixed. The carpet and paint jobs are also somewhat cheap--they can start to look worn pretty quickly, but considering the rent it's not unexpected. The rooms in our layout are quite large and have walk-in closets so storage hasn't been too much of an issue. The only time I've heard my neighbors is when I'm at the front of the apartment and someone either comes home or leaves, which would seem pretty normal. The other tenants we've interacted with have all been very friendly.
As far as the general area is concerned, I love the fact that you are within walking distance of the MARC train station, library, pool, and post office. You can walk/bike/run along the trail bordering the Little Patuxent that is behind the property as well as go to the park that includes a child's play area and some BBQ grills. There are a fair number of small shops, doctors, and dentists offices along with a local meat market down the street with your basic groceries. Giant and CVS are within a mile (still walking distance IMO). If you feel like eating out there's a local pub and a Red, Hot, and Blue restaurant down the street. During the summers there is a Farmer's Market a couple of blocks down the road on Main St that is always fun to go to.
My biggest complaint is that we don't often use our balcony because we don't like to smell the cigarette smoke when some of the other tenants smoke outside. I can't complain about that too much since we'd rather they keep the smoke outside than have it come into our apartment through the vents or something.
