I used to live in this complex for 4 years and half (2002-2006). The location is excellent; however there were problems with the safety. I was witness on an attack to a woman in one evening, noisy bike riders, and drunk people (like everywhere else in Baltimore). When I moved in, the current management was not bad. Considering there is nowhere on the earth to be a perfect place, I never had any serious complain with the previous management. I paid on time and there was no complained about me. Whenever I needed any maintenance, they came and solved the issue. They were trying to help but there were some questions about their efficiency (I give them 4 out of 5). The old management was replaced with the new one in 2006. These people are really and deeply unprofessional. They ignore your requests for maintenance (in one occasion, during summer I called 11 times! No KIDDING!) and I never got one until I left on December 2006!. They disregard your previous contract with the old management and change it without your knowledge or consent. When you asked them they say, you should take your complain to your old management. I moved out in December and I received my deposit back about 55 days later with missing part of promised interest on my deposit. If you move in or out, make sure you take pictures from your apartment showing the condition before and after moving. Some tenants make modifications in the apt and later they get fine. When you move in the same apt, you might get the same fine if you can not prove that the modification was not done by you! The management has a tendency to trick people. Also make sure that you will get your deposit back. Good luck.
