Noisy, dirty...need I continue

I moved here in October. The noise level is horrible- people honking loud in the morning at 6.00, garbage collectors at 6.30, then kids and adults talking loud outside your window in the morning.Teenagers hanging out late into the night. The buildings are cleaned once a week I think and you will find paper and trash at your doorstep.
The laundry room stinks and one dryer has been broken for a month. The windows are poorly insulated, the hot water keeps going in and out.
However the office staff is great but I hate this apartment. Oh, did I forget to mention that cars get broken into on the regular'
