Advertise luxury, but too many noisy neighbors

Years at this apartment: 2004 - 2006
 
Noisy neighbors, kids ride bikes and play soccer in the halls and management does nothing. People smoking and drinking alcohol in the stairwells. And management does nothing. People blasting music and management does nothin. If you say anything they just get snotty. Alarms going off. Maintenance doesn't fix what you ask because of communication problems. Roaches in the locker room.
