Getting worse in managing the property

Years at this apartment: 2004 - 2006
 
I was very happy when I first moved here. Unfortunately, the personnel in the leasing office had a high turnover, and became very hard to work with in the past 18 months or so.
Secondly, the trash management is getting quite bad in the past year.
