Overall, this apartment complex is adequate. It has the potential to be a high quality living area, but it seems that they do not put forth the effort to do this. My expectations were high for the place but it ends up being about average:
1. Trash Pick-up: Before I had rented, I had read about the trash problem and agree that the trash is not always taken out on a timely manner. If you have an apartment by a dumpster on those hot days when they are days late in picking up the trash, you can smell it pretty good. It's not exactly a good look for an apartment complex when you see the trash on the side of the dumpsters because of it being full.
2. Maintenance: I had also read and agree with the lazyness of the maintenance. I did not have a cover for my dishwasher when I first moved in along with a couple minor things. When they said they would fix everything on a certain day, they did not come. I had to call to make another appointment. They said that they could only come on weekdays and because I have a dog I have to be there when they come. So I take a day off work just for them and they did not show up. When I called they said it was written off as "Fixed". So I set up another appointment and they fixed everything but the dishwasher cover which they said they would have to special order and come back again. Well at this point my roomate takes off work for them and they finally complete the task. That was two weeks ago... one month before my lease is up. It took them almost a year to fix something as simple as a dishwasher cover (which by the way was just a cheap piece of white plastic).
3. A "Gated Community" : Technically it is a gated community which is nice. It gives me a piece of mind that you can only enter from the entrance and not through your back yard. However, with that said, there is supposed to be a guard at the front from about 7:30 p.m. to about 2:00 a.m. Until about September of 2008 (Last month), there was a problem with the guard station. The problem was no one was there but maybe twice a week to check people in. And when they were there, they didn't check most of the cars to see if they had parking passes. Well, there must have been a ton of complaints because in September, they Owings Run put out a flier on all the front doors of the buildings reguarding the guards. They said to call a certain number everytime they are not at their post. They seemed to actually have done something about it after only a year of me being there. It seemed to have worked for the most part. The guards are there on a more regular basis now, so hopefully it's not a problem for future residents.
4. Doggie Poo-Poo Pick-Up: Ok so I am a dog owner and absolutely loved the fact that there are to areas that I can unleash my dog and she can run around and have fun. If she goes #2 while we're on a walk around the complex I pick it up. HOWEVER, I feel like I'm one of the only people doing this. I NEVER walk in the grass unless I'm cutting through AND when it's light out so I can see where I walk. I made several fatal mistakes when I first moved in here and walked in the grass with my dog; both around the complex and in the play areas for the dogs. These are both a NO-NO! In two weeks I had inadvertantley walked in dog doo doo 4 times. It seems, that the supposed signs you see EVERYWHERE saying to "pick up after your dog or be fined" or something like that definitely goes unheeded. It also seems to be an uspoken rule about it too after talking with several seasoned apartment renters that have been there for years that you will not get in any fines or trouble for letting your dog do this. There is a person that comes around every so often that goes around the complex and picks up the dog crap (I've seen him a couple times, he seems lonely). So because of this, the only time that owners get in trouble for not picking up after their dog is if they go directly on the side-walk and neglect to pick that up. It is everywhere, especially by the sidewalks. I see children running through the grass and I'm like wow, I totally saw a collie drop a duke right there like 5 minutes ago. Tread carefully.
Other than that, the place is pretty much on par with other complexes. It's a pretty large living area, however with the price jumping to nearly $200 more than what I had to pay, I'm glad to be leaving for that reason. The neighbors are well diversified and very friendly. Lots of families too, good kids. One thing I noticed (though it may have been just my apartment since we have the Vice President living on the 3rd floor) is they have 0 tolerance for noise. If you make a lot of noise and there are complaints about you, you're going to be evicted and fast. There were literally 4 eviction notices on the mail boxes when I first moved in to the apartment. After that, a bunch of families moved in and no eviction notices since. I personally am not too pickey as long as I have a decent place to live in and decent people around me.
Quick assessment of the pool and gym. They are both small, but at the same time they at least have something.
The front office staff is nice and easy to talk to. No problems with them in my experience.

*******QUICK TIP: This hasn't happened to me personally, but if you lock yourself out of the apartment and have to call to have someone get you in, it will cost $50, yes FIFTY DOLLARS. Normally a free of service charge in my previous apartments. Don't forget your keys!!!*************
