They need to enforce their pet policy a little more, I live beside and underneath animals. Don't get me wrong I Love animals but people are not cleaning up after them. I cannot open my bedroom windows or my sliding glass door. My neighbor upstairs lets their dog out on the porch as if is their backyard. They wash their porch down every Saturday but that does not help the fact he is pissing on my door below.

Yeah, I had the same problem the first 6 months after I moved in. They would let the dog out onto the porch above me and let it go all day. Every now and then they'd sweep the dog crap off the porch into the bushes (and onto my deck). Thankfully those people are gone (i think) or at least the dog is. I'm sorry it's happening to ya. It sucked when I dealt with it to. Just common courtesy in this place is nil. Loud music, people running around in the hallways late at night, drug smells.
