Clean, quiet with very high rental rates

A wheelchair accessible apartment complex. Location is excellent. Friendly staff. Clean and well-maintained grounds. Some policies and rules are petty. Water utility not included in the rent and third-party billing charges for water/sewer are not explained. Rental rates far exceed the local competition. Rental increases defy common sense.
