Beautiful Apartment, but I Drew the Short Straw with Neighbors

Noise, Noise, Noise!!!!!! I have some extremely rude neighbors that allow their children to run and jump throughout their apartment all day, including weekends. The sound of them crashing and jumping becomes extremely harsh at times. I have asked them to keep it down, but they have told me no, and that their children have a right to play. What about my rights to quiet enjoyment of my apartment as the lease and Maryland law states'
It would be a lot easier to cope with if the neighbors were courteous and understanding to how this noise can cause a lot of stress, especially after a hard day at work. Not to mention I'm dealing with a medical condition right now that requires a lot of bed rest.
I've contacted the main office,but the only thing that they have done is sent a letter to them. The neighbors responded with a letter of their own. They stated in their letter, once again, that their children have a right to play.
If nothing is done I will have no choice but to contact outside help. It states in the lease that noise that bothers other tenants is not acceptable.
It just gets me very angry because of the lack of consideration, and if I decided to breach any part of the contract that I signed they'd probably evict me.
